I have had a goshawk get caught by his talons in the stitched mesh construction and a tiercel peregrine on this type of netting.
Safest to put a solid roof above and stretch the net tight just below...

Just be aware, One problem with roadkill is that a vet may have been called out to eauthanase the animal by injection and it may be waiting for the council to collect and dispose of, not very good...

I would offer the opinion that a pigeon does not know what a gun is, unless it has been shot lol but rather it is your behaviour that is forseen as a threat just as all wild animals perceive danger...
