Default Name of bird?

Hi every one,

Im currently house sitting, and i noticed that the next door neighbour has a bird. It looks amazing and im currious to which kind it is.
Ive tried googling different birds, and i think it is a black hawk?
Anyways, i hope you guys can help so i feel a little more confident ringing the doir bell to ask if i can have a closer look.

I only have a screenshot of a video i took of it. Not the best quality, sorry.

It is a Harris' Hawk. (Parabuteo unicinctus)
