I am no vet, but my basic understanding is that the yolk if formed first then the outer egg, if a bird was going to have twins it forms two yolks with one outer hence double yolk chicken eggs, they are abnormal as apposed to normal, the chance is that the bird struggled to lay the first and a second formed behind it.

I had it also this year with a gyr/saker ,she skipped an egg ,or so i thought ,then a white and a normal came out together very similar to your pictures,the white broke as she laid it of the perch ,the normal egg then dropped onto the white and didnt break!!!
