Default Flying help

I have a femal Harris hawk, she is now about three years old, I've had her from a chick, and I have trained her very well and she was doing perfect, but in October of last year ( October 2014) I decided to rest her and introduce a moult for about three months but, since that point she will not fly?.
I have tried everything from managing her food and weight more strictly and introducing better food rewards , but she still won't fly? Does anyone have any sugestions?

Have you nailed its wings on the right way round, if not it could be causing confusion as to which one she should flap first?

Your post just doesn't give enough information. The fact that you said 'chick' and not 'eyas' (was it imprinted or parent reared?) and said that you flew her for 2 1/2 years before putting her up for moult in October (moult occurs during spring and a harris should moult every year) is already raising alarm bells. So, please describe in a bit more detail this hawk's management, what its weight was when it first flew free, what it was when the hawk was trained and fit, what it was when it came out of the moult and what it's weight is now. The more information the more easy it will be to suggest what the issues might be.
