That looks to me like a Ferruginous hawk.

Photo isn't clear when zoomed in but wing colour etc wrong for a Ferruginous.
Looks like a light common buzzard, I have one by my house that sits on a similar fence and allows you to drive past without moving, spends most of her time grubbing for worms |

When I first glanced the female around my place I thought she must be a Ferruginous, but then better views revealed the reality. Some CBs are just remarkably white.
I have some long range pics of her at home, will try to post one when I'm back |
